Leh : Ladakh is set to be positioned on the global tourism map as a leading destination for eco and spiritual tourism, according to Lieutenant Governor Vinai Kumar Saxena. The administration is working on a comprehensive and sustainable development roadmap to unlock the region’s vast tourism potential while preserving its fragile ecosystem.
Strategic Push for Sustainable Tourism
Highlighting Ladakh’s unmatched natural beauty and spiritual significance, LG Saxena emphasized that tourism will play a key role in accelerating economic growth and local employment. However, the focus will remain firmly on sustainable and planned development, ensuring that growth does not harm the environment or cultural heritage.
First-Ever Comprehensive Master Plan
In a major step toward structured development, the Ladakh administration has partnered with the School of Planning and Architecture Delhi (SPA Delhi) to prepare the first-ever Comprehensive Master Plan for Leh-Ladakh.
The MoU was signed on April 10, 2026
The plan aims to curb unplanned construction
Focus areas include urban design, infrastructure, transport, housing, and heritage conservation
Until now, the absence of a unified master plan had led to haphazard construction, putting pressure on Ladakh’s ecology, water resources, and traditional architecture. The new framework will ensure balanced and long-term development aligned with environmental sustainability.
‘Him Sarovar Project’ to Address Water Crisis
The administration has launched the Him Sarovar Project, a major water conservation initiative aimed at tackling Ladakh’s drinking water challenges.
- Focus on scientific snow harvesting
- Storage of glacier meltwater for irrigation and daily use
- Strengthening water security and climate resilience
This project is expected to play a crucial role in maintaining ecological balance and supporting agriculture in the region.
Green Cover Expansion & ‘Valley of Flowers’ Initiative
Currently, Ladakh’s green cover stands at just 0.4%, and the administration aims to increase it to 5% through large-scale plantation drives.
To boost both ecology and tourism, two locations—Choglamsar and Wari La—have been identified for the development of “Valleys of Flowers.”

Once developed, these valleys are expected to attract both domestic and international tourists, enhancing Ladakh’s identity as a unique eco-tourism destination.
