Gujarat CM Bhupendra Patel Unveils IAS Officer Shalini Agarwal’s Book on Climate-Resilient Cities

  • “Shaping Tomorrow’s Cities: From Climate Risks to Green Opportunities” highlights sustainable urban development, climate finance, and pathways for building future-ready cities aligned with the vision of Viksit Bharat @ 2047.

Gandhinagar | The Chief Minister of Gujarat, Shri Bhupendra Patel, today unveiled the publication titled “Shaping Tomorrow’s Cities: From Climate Risks to Green Opportunities” in Gandhinagar in the presence of the author Ms. Shalini Agarwal, IAS.

The publication reflects on the growing significance of cities in the 21st century and the challenges and opportunities emerging from rapid urbanisation and climate change. It highlights how cities across the world are increasingly becoming engines of economic growth, centres of innovation, and platforms for sustainable development. At the same time, the book examines climate risks confronting urban areas, including rising temperatures, erratic rainfall, resource pressures, and extreme weather events, and outlines pathways for cities to transform these risks into opportunities for resilient and inclusive growth.

On the occasion, Chief Minister Shri Bhupendra Patel appreciated the book and expressed keen interest in the work, noting that the themes addressed in the book are timely and closely aligned with India’s vision of Viksit Bharat @ 2047.

Authored by Ms. Shalini Agarwal, IAS, a 2005 batch officer of the Indian Administrative Service, presently serving as Managing Director of Gujarat Urja Vikas Nigam Limited (GUVNL) and earlier served as Municipal Commissioner of Surat and Vadodara, key focus of the book is green and climate finance, highlighting instruments such as green bonds, blended finance, municipal finance reforms, pooled financing mechanisms, and international climate funds as critical enablers for mobilising large-scale investments in sustainable infrastructure. The publication arrives at a significant moment as India advances towards its Net Zero commitments and the vision of Viksit Bharat @ 2047, offering valuable insights and practical pathways for building resilient and future-ready cities.
